Paid too much import duty on a shipment? You may get some of that money back. The refund runs through the customs agency that collected it, and you have to show why the original amount was wrong.
A courier invoice is not a government decision, and CBP, HMRC, and EU customs each use different forms. File in the country that took the payment.
This is practical information, not legal advice, and drawback for goods you later export is a different program from an overcharge on one package.
What a customs duty refund can cover
Customs agencies repay extra duty when they find an overcharge, or when you prove a legal basis to unwind the original assessment. A carrier's collection notice is not that decision.
Thing is, the person who swiped a card at delivery is often not the importer of record.
How to request a U.S. refund from CBP
Most consumers never log into ACE, CBP's online trade portal. The broker who cleared the package often holds the entry. Ask that broker who the importer of record is before you fill out anything.
If you have an ACE Portal account, CBP routes electronic refunds through ACH. Effective February 6, 2026, corporations and individual payees with an ACE account must use the ACH Refund Authorization tab. You complete that tab in ACE. CBP's ACH refund page spells out enrollment, Form 4811, and waiver requests.
Use this sequence when you have the entry in hand:
- Match the duty on the entry summary to the invoice and the payment receipt.
- Confirm you are the payee under 19 CFR 24.36, or that Form 4811 names who should receive the funds. Names on the entry control this.
- Enroll for ACH refunds in ACE if you have a portal account. A third party listed on Form 4811 needs an ACE account and must enroll too.
- For a USMCA origin claim after import, file the statement that the good originated at importation, with the entry number and date. Say if you shared the entry summary. 19 CFR Part 182, Subpart D sets those claim contents.
- If you cannot take ACH, submit a written waiver request under 31 CFR 208.4 that identifies you, the pending refund, and the specific waiver provision. You have to show you meet those criteria.
CBP does not publish one standard wait time in those sources. Watch ACE if you have access. Ask the broker for liquidation status if you don't.
If CBP later decides the refund was too high, the extra amount is treated as an underpayment of duties, taxes, fees, or interest. You can owe that difference back.
Documents worth gathering first
Collect these before you open a portal:
- Commercial invoice and packing list
- Bill of lading or air waybill
- Entry summary (often CBP Form 7501 on U.S. formal entries)
- Proof the duty was paid
- Return, export, or origin papers that explain the overcharge
- Bank routing details if the agency pays by ACH
Turns out a wrong tariff classification is a frequent reason the original duty bill looks inflated on consumer shipments and small commercial entries alike. Check the official tariff before you send new figures.
The entry number matters more than a tracking screenshot. Carriers can often tell you who filed the entry if you have the tracking number and the import date.
How HMRC handles overpaid import duty in the UK
Great Britain and Northern Ireland are not the same filing path.
| Where the goods entered | Form HMRC names |
|---|---|
| England, Scotland, or Wales | Online form C285 |
| Northern Ireland | Union Customs Code process |
| Parcelforce or Royal Mail delivery | Form BOR286 |
HMRC's repayment guidance is the official walkthrough. HMRC aims to decide a C285 claim within 30 days. Some VAT overpayments can be corrected on a VAT Return in Box 1 instead.
Returned goods sit in another bucket. HMRC explains how to pay less duty and VAT on qualifying re-imports. The usual window is 3 years. HMRC can waive that in some cases. You may be asked for forms C1314 and C&E1158.
A U.S. ACE printout will not process a UK claim.
EU repayment and remission
EU member states repay or remit a customs debt under the Union Customs Code. You file with the country that collected the duty. The European Commission outlines the EU-level rules. There is no single EU consumer portal that replaces the national filing.
If you already paid and the declaration is later invalidated under Article 174 of the UCC, that duty must be repaid. That repayment is mandatory in that situation. For Articles 117 and 118, the Commission notes no amount threshold. Other procedures use a EUR 500,000 criterion.
Authorities do not have to notify certain non-compliance debts under 10 euros. That is not a guaranteed refund on every small overcharge.
Do not mail CBP or HMRC forms to an EU customs office.
Canada, Australia, and other countries
CBSA and the Australian Border Force run their own refund channels. To be honest, copying form numbers from a broker blog is a weak plan. Use the official site for the country that collected the duty.
A C285 or an ACE filing will not land in Canada or Australia. Ask the courier which government it paid. Then file with that same government.
When the package went back to the seller
A merchant refund of the product price does not automatically unwind the duty. Duty sits with customs until someone files.
In the UK, returned goods relief is the named route for qualifying re-imports. In the United States, the entry still has to be corrected or reliquidated before 19 CFR 24.36 can generate a refund. Keep every return receipt you have.
If you bought from an overseas website, paid duty at the door, then shipped the item back because it was the wrong size or it never should have cleared the way it did, you are chasing two money trails at once, the shop's refund and the government's duty, and dumping both complaints into one customer-service chat usually goes nowhere.
What to do next
Open the entry packet or email the broker today. You need the entry number and the duty receipt.
U.S. ACE users should start on CBP's ACH refund page. UK importers should use HMRC's C285 guidance. EU collections follow the Commission's repayment overview into the national office. Ask the carrier if the entry number is missing.
