How to file a mobile bill complaint

Identify who processed the transaction

A postpaid bill usually starts with the telecom operator. A prepaid recharge through a third-party app can split into two problems: the operator has to say whether the recharge reached the mobile account, and the payment app, bank, or card issuer has to trace the debit and any reversal.

A payment receipt shows that money left your account. It doesn't prove the operator received or applied the recharge.

Calculate the disputed amount

Write the charge you believe is wrong and why. Examples that complaint centres can actually review:

Use the operator's official complaint channel

In the operator's app or official website, look for Support, Billing, Recharge, Raise a complaint, or Grievance redressal. You can also use the published Complaint Centre or customer-care number.

Describe the problem in writing where you can. Ask for a docket, complaint, or service-request number. That's different from a payment transaction ID, and you'll need it if you escalate.

Protect yourself before the due date

A complaint doesn't automatically pause late fees, collection activity, or disconnection. Ask in writing whether the disputed amount can be put on hold or whether an extension is available. If you can, pay the undisputed portion by the due date and keep the receipt.

Don't cancel an auto-debit arrangement until you know how the operator will treat the remaining balance. A billing dispute shouldn't create a default on an amount you agree is valid.

Follow up with the docket number

Use the same complaint number each time. Ask which line item is under review, which records were used to calculate it, when a response is due, how any refund or credit would be sent, and the written reasons if the complaint is rejected. Keep chat transcripts, emails, SMS messages, and call dates in one folder.

If a phone agent won't register the issue, ask for the complaint centre's formal channel and submit it through the app or website. Keep a screenshot of the submission.

Failed recharge but money was deducted

Treat this as a payment-tracing problem as well as a telecom problem.

Check whether the operator shows the transaction as pending, failed, reversed, or successful. Note the mobile number, amount, date, time, payment method, transaction ID, and UTR. Don't keep retrying the same recharge while the first transaction is still pending unless you need service immediately and accept the risk of two successful credits.

Ask the operator whether it received the transaction and whether the recharge was applied. If it says it didn't receive the money, or the payment stays unresolved, open a complaint with the payment app, bank, or card issuer. Ask where any approved refund will go and save the refund reference.

Wallet and payment-app recharges often follow that company's refund workflow. If you authorized the debit, describe it as a failed or unreceived service. Don't report it as an unauthorized payment if that isn't accurate.

Postpaid overcharge or duplicate bill

Download the detailed invoice. An SMS total isn't enough. Compare monthly rental and plan price; data, voice, and SMS usage; roaming; add-ons and value-added services; one-time fees; promised discounts or credits; and tax calculations.

File before the payment deadline. Ask for the disputed line to be removed, waived, or credited on a corrected invoice. If the operator says the charge is valid, request the usage record, activation evidence, and the plan term that authorizes it.

A tax issue should be a specific invoice or arithmetic discrepancy. Telecom bills may include GST. Don't call an ordinary GST line VAT, and don't assume every tax amount is wrong without checking the taxable charges.

Unrequested add-ons and value-added services

If a ringtone, subscription, content pack, data add-on, or other VAS appears without your approval, ask when and how it was activated. Request the consent record, activation channel, and relevant SMS or app log. Ask for immediate deactivation, reversal of charges you say were not authorized, and written confirmation that recurring billing has stopped.

A verbal promise that the service is cancelled isn't enough. Save the cancellation message and check the next bill.

International roaming charges

Roaming disputes turn on dates and usage because the charge can depend on the country, network, pack, and activation time. Attach the roaming-pack confirmation or activation message, travel dates and destination, the relevant data, voice, or SMS line items, usage timestamps, and any message showing pack expiry or non-activation.

Ask for an itemized explanation. If a pack was active but the bill ignored it, identify the activation time and request a correction. If no pack was active, ask for the applicable tariff and the record showing how the charge was calculated. A roaming complaint doesn't guarantee a full waiver.

How to escalate an unresolved complaint

Appellate Authority

The Appellate Authority is a separate grievance level inside the telecom operator. Submit the original docket number, the date of the first complaint, the operator's reply if you have one, a short explanation of why that reply is incomplete, your evidence, and the exact remedy you want.

Use the authority for your operator and telecom circle. Don't copy an address from an old forum post. Airtel's published support information says appeals should be filed within 90 days of the expiry of the complaint or request. Other operators may publish different instructions, so check the applicable page promptly.

TRAI's role

TRAI regulates telecom services and publishes the complaint framework. It isn't a substitute for the operator's Complaint Centre or Appellate Authority, and it doesn't decide individual bill refunds. The TRAI complaint FAQ explains that route.

Where no specific time limit is set under the applicable Quality of Service regulations, TRAI says complaints and service requests should be addressed within a period not exceeding three days. That isn't a promise that every complex billing investigation will finish in three days.

Payment provider escalation

If the operator confirms it never received the money, take that response to the payment app, bank, or card issuer with the operator's confirmation, transaction ID, and debit statement. Payment providers have their own investigation procedures. Ask for a case number and deadline.

Consumer Commission

A Consumer Commission is a separate legal route from TRAI. It may be relevant where the operator refuses to correct a well-documented charge or the service failure caused a material loss. Keep the contract or plan terms, invoices, payment records, complaint dockets, appellate response, and proof of loss.

Dealing with recovery calls about a disputed bill

A billing complaint doesn't cancel a genuine debt, but you can still ask the operator to verify the amount and communicate in writing. Record dates, phone numbers, and what was said. Ask the caller to identify the operator, account, amount, and authorization to collect. Send the dispute through the operator's official channel and request written confirmation that the account is under review.

Don't share OTPs or pay an individual caller through a personal payment account. If there are threats, impersonation, or fraud, preserve the messages and contact local law-enforcement authorities. Escalate repeated conduct through the operator's Appellate Authority. Spam or promotional messages are a different issue from a legitimate collection dispute.
